The web is an ever changing place; remember when an 18 k modem was considered state of the art? When there were no dedicated web development software packages, and you used software like Microsoft Publisher® or Word® to produce web pages? No one can really know all there is to know about web development. When new components or techniques are developed, your webmaster has to learn how to use those. Perhaps on your dime. Here, I only charge for time spent "doing", not time spent "learning".
